Monaco National Council Seeks Input on End-of-Life Care Legislation Reform

Monaco is in the process of overhauling its end-of-life care legislation, a topic that has ignited passionate discussions throughout Europe. The government's proposal, Bill No. 1.081, introduced on September 26, 2023, is now under scrutiny by the National Council. This bill seeks to enhance palliative care provisions and regulate volunteer support while ensuring medical interventions align with the informed consent of patients. A notable feature of the proposed legislation is the end-of-life declaration, which would allow patients with incurable illnesses to outline their care preferences with medical guidance.

The review process by the National Council involves a comprehensive consultation phase. Franck Lobono, the president of the Commission for Social Interests and Miscellaneous Affairs, has scheduled meetings with experts from the Princess Grace Hospital Centre’s palliative care team and representatives from various end-of-life care organizations. The council will also engage with the Diocese of Monaco to deliberate on the ethical and spiritual aspects of the legislation.

This legislative initiative represents a significant step in addressing the complex issues surrounding end-of-life care in Monaco, mirroring broader discussions across Europe. By incorporating a range of perspectives, including insights from Jean Leonetti, Mayor of Antibes and a seasoned legislator on French end-of-life laws, Monaco aims to craft a policy that respects the dignity and desires of the terminally ill, ensuring a balanced approach to this sensitive issue.
