Monaco Enhances Human Rights Oversight with High Commission Statute Update

The High Commission for the Protection of Rights and Mediation in Monaco, under the guidance of Marina Ceyssac since 2022, has seen significant enhancements following a recent update to its foundational statute. This revision, enacted through a sovereign ordinance, strengthens the Commission's alignment with international human rights standards, and expands its operational independence and competence areas. The institution now possesses greater capability to initiate actions on its own, particularly to address broad concerns and issues impacting minors, ensuring better support for Monaco’s vulnerable groups.

Since its establishment in 2013 as an independent body, the Commission has been pivotal in defending the rights of citizens and mediating disputes within the Principality. With the new statutory changes, it now meets the United Nations criteria for national human rights institutions more robustly. Over the years, the Commission has engaged in over 800 cases, provided 40 recommendations, and contributed 30 legislative opinions, highlighting its proactive and significant role in the local governance landscape.

Moving forward, the Commission aims to deepen its engagement with the community, enhance collaborations with other institutions, and continue to promote human rights observance in Monaco. Marina Ceyssac underscores the importance of maintaining a spirit of dialogue and cooperation, which she believes are key to advancing social issues respectfully and effectively within the unique cultural context of Monaco. The Commission is set to further solidify its presence and influence, ensuring that all citizens, especially the youth, have access to necessary protections and guidance.
