Monaco Enforces Strict Building Standards to Mitigate Earthquake Risks

In light of Monaco's vulnerability to seismic activity, the Principality has enforced stringent building regulations aimed at enhancing earthquake resilience. Given the region's history of seismic events, the most recent occurring in September, the local government has mandated adherence to tough standards established by a 2016 ministerial decree. This legislation mandates that all new constructions comply with advanced structural guidelines to withstand earthquakes, reflecting adaptations from French regulations tailored specifically for Monaco's unique needs.

Pascal Rouanet, head of Monaco’s Urban Planning and Mobility Prospective Department, highlighted the adoption of "microzoning" techniques which allow for more detailed mapping of seismic risks within the city-state. Furthermore, Monaco's building regulations are guided by a "reference earthquake" model, envisioning a 6.5 magnitude quake centered merely 30 kilometers away. This model aids in setting robust building standards across Monaco. Architect Jean-Pierre Lott, renowned for his work on the Simona Tower, emphasized that every construction project in Monaco requires meticulous structural planning and risk assessments, which are thoroughly vetted by an independent control office before any building permits are granted.

The Principality also ensures that every completed structure is inspected to confirm compliance with the seismic norms before it can be occupied. Even structures erected prior to the enactment of the 2016 regulations are subject to safety standards introduced back in 1966, ensuring a fundamental level of protection against earthquakes. This comprehensive approach underscores Monaco’s commitment to safeguarding its infrastructure and residents from potential seismic threats, maintaining a high standard of safety and resilience.
